The Party of the European Left at its General Assembly zoom meeting on October 11, 2020, was briefed by the representatives of AKEL, BKP and YKP of very alarming developments in Cyprus.
On October 8, 2020, Turkey proceeded to the illegal action of opening the coast of the fenced-off area of Famagusta (Varosha); an area that has remained closed for 46 years since the Turkish occupation. This constitutes a violation of the relevant UN Security Council Resolutions (in particular 550/1984 and 789/1992), as well as of relevant European Parliament resolutions, and of international law.
It has been stressed that UN Security Council Resolution 550/1984, considers unacceptable the attempts of settling any part of Varosha by individuals other than its lawful inhabitants and calls for the transferring of this area under the UN administration, while Resolution 789/1992 proposes as a confidence building measure the transferring of Varosha under UN administration. Furthermore, the UN position is that maintaining the status quo in Varosha, which is currently being altered, is the exclusive responsibility of the Turkish government.
We condemn Turkey’s actions that aim at the illegal settlement of Varosha and undermine the perspective of a comprehensive solution to the Cyprus problem.
We denounce unequivocally every attempt to consolidate the divisive fait accomplis against the Republic of Cyprus and the reunification of our people.
We support that the only way ahead is the resumption of meaningful negotiations under the auspices of the UN Secretary-General aiming at a comprehensive solution of the Cyprus problem, according to the UN Resolutions, in respect of international law and European aquis.
We reiterate our support to the Cypriot people, Greek Cypriots and Turkish Cypriots, in reaching an agreement reunifying Cyprus and its people under a bizonal bicommunal federation, with political equality as prescribed by the relevant UN Security Council resolutions, providing for the termination of the anachronistic regime of foreign guarantors, for the demilitarisation of the Republic of Cyprus, and safeguarding the human rights and freedoms of all Cypriots.
An agreed solution of the Cyprus problem will contribute positively to solving the problems in the Eastern Mediterranean and the turbulent Middle East region; it will convert Cyprus into a bridge of peace between Europe and the region.
We will remain seized of the situation.
We reiterate our solidarity with the forces in Cyprus struggling to avert division and achieve reunification and peace.
On Friday, the ninth of October, 2020, we witnessed police violence against protesters, which Slovenia has never seen before. Police according to the instructions of Interior Minister Aleš Hojs used stricter methods and punished protesters. While the cyclists were driving circles in front of the parliament, a special police unit repeatedly arrested and dragged individual protesters on the outskirts. Peaceful protesters were knocked off their bikes by the police. The young activist’s shoulder was dislocated. Dozens of people were enumerated and punished, even though they wore masks and kept their distance. The government justifies its brutality by »limiting« the virus. Cyclists were chased with truncheons, fines, and batons – even though they wore masks, kept a social distance, and the government has no evidence that any of the nearly 8,000 infections have occurred in protests so far.
In Hungary police was punishing demonstrators who were sitting in their cars and gave signals as a protest against governments’ policy. Officially police explained it with a violation of rules of transport, but punishment was brutal, 100-400 euros per each. It is clear, that police was used against democratic demonstrations.
The governments of Janez Janša and Viktor Orbán are gradually stifling democracy, violating the human rights and kidnapping the countries behind the scenes of the fight against the epidemic. Both use the coronavirus epidemic as a pretext to restrict freedoms. They increase police powers, incite hatred against migrants and discredit journalists.
With police brutality they try to warn everyone: either you will obey, or we will silence you by force. Which is one more reason why we should not wait for the elections, why Janez Janša and Viktor Orbán and their politics should be removed from power as soon as possible.

INTIMIDATION ET VIOLENCE POLICIÈRE CONTRE LES MANIFESTANTS EN SLOVÉNIE ET EN HONGRIE
Le vendredi 9 octobre 2020, nous avons vu des violences policières contre des manifestants, ce que la Slovénie n’avait jamais vu auparavant. Conformément aux instructions du ministre de l’Intérieur Aleš Hojs, la police a utilisé des méthodes plus strictes et a puni les manifestants. Alors que les cyclistes tournaient en rond devant le Parlement, une unité spéciale de la police a arrêté et traîné à plusieurs reprises des manifestant. Les manifestants pacifiques ont été descendus de leur vélo par la police. L’épaule d’un jeune militant s’est disloquée. Des dizaines de personnes ont été recensées et sanctionnées, même si elles portaient des masques et gardaient leurs distances. Le gouvernement justifie sa brutalité pour la « limitation » du virus. Les cyclistes ont été poursuivis avec des matraques, des amendes et des bâtons – même s’ils portaient des masques, gardaient une distance sociale, et le gouvernement n’a aucune preuve que l’une 8 000 infections se soit produite lors des manifestations jusqu’à présent.
En Hongrie, la police punissait les manifestants qui étaient assis dans leur voiture et donnaient des signaux pour protester contre la politique du gouvernement. Officiellement, la police a expliqué cela par une violation des règles de transport, mais l’amende a été très élevée : de 100 à 400 euros par personne. Il est clair que la police a été utilisée contre des manifestations démocratiques.
Les gouvernements de Janez Janša et de Viktor Orbán étouffent progressivement la démocratie, violent les droits de l’homme et kidnappent les pays dans les coulisses de la lutte contre l’épidémie. Tous deux utilisent l’épidémie de coronavirus comme prétexte pour restreindre les libertés. Ils augmentent les pouvoirs de la police, incitent à la haine contre les migrants et discréditent les journalistes.
Avec la brutalité policière, ils tentent d’avertir tout le monde : soit vous obéissez, soit nous vous réduisons au silence par la force. C’est une raison supplémentaire pour laquelle nous ne devrions pas attendre les élections, pour que Janez Janša et Viktor Orbán et leur politique soient retirés du pouvoir le plus rapidement possible.
The Party of the European Left notes with great disappointment that the EU policy on refugees and migrants, as recently presented throughout the proposal by the European Council “Pact of Migration and Asylum”, due to replace the Dublin Treaties, is damaging any possible attempt to strengthening solidarity, democracy and social cohesion between its Member States.
The Pact is a result of procedures that- excluding any substancial institutional and social dialogue- rewards the logic of closed borders and seeks to limit the obligation of European Member States to just financially strengthening and militarizing Europe’s natural borders and gateways. It is absolutely certain that the practices of push backs, the drownings at sea, the “disappearances” of people found on European soil will multiply, while the already vulnerable human rights and the fragile principles of international law and UN statements will be more easily violated. The deliberate ambiguity in attributing the refugee status, the great difficulties in granting asylum and the characterization of the majority of people as “temporary guests in border structures”, prescribe a nightmarish future.
The proposed Pact leads to the permanent existance of huge closed refugee and immigrant camps in the countries of entry (the apparent shame of Lampedusa, Moria and – its successor – Kara Tepe is only the beginning).
The culture of xenophobia, hate speech and racism is being rewarded, as most European countries are about to be “relieved” of any responsibility concerning the reception, care and social integration of refugees and migrants, while the living and working conditions of those already residing in the EU are deteriorating.
The Party of the European Left strongly condemns these unacceptable strategies and calls on the people of Europe, social movements, workers, and the European youth to unite in continuous joint political initiatives, so that this plan that threatens the core of democracy and of the European values and civilisation is not implemented.

Le Parti de la Gauche Européenne note avec une grande déception que la politique de l’Union Européenne en matière de réfugié(e)s et de migrant(e)s, présentée récemment lors de la proposition du Conseil européen pour un “Pacte sur les migrations et l’asile”, et qui doit remplacer les traités de Dublin, nuit à toute tentative éventuelle de renforcer la solidarité, la démocratie et la cohésion sociale entre ses États membres.
Le Pacte est le résultat de procédures qui – excluant tout dialogue institutionnel et social substantiel – récompense la logique de la fermeture des frontières et cherche à limiter l’obligation des États membres européens de simplement renforcer financièrement et militairement les frontières et les passerelles naturelles de l’Europe. Il est absolument certain que les pratiques de refoulement, les noyades en mer, les «disparitions» de personnes retrouvées sur le sol européen se multiplieront, tandis que les droits de l’homme déjà vulnérables et les principes fragiles du droit international et des déclarations de l’ONU seront plus facilement violés . L’ambiguïté délibérée dans l’attribution du statut de réfugié, les grandes difficultés dans l’octroi de l’asile et la qualification de la majorité des gens comme «hôtes temporaires dans les structures frontalières», présagent un avenir cauchemardesque.
Le pacte proposé conduit à l’existence permanente d’immenses camps fermés de réfugiés et de mirgants dans les pays d’entrée (les honteux camps de Lampedusa, Moria et – son successeur – Kara Tepe ne sont qu’un début).
La culture de la xénophobie, des discours de haine et du racisme sont récompensée, la plupart des pays européens étant sur le point d’être «dégagés» de toute responsabilité concernant l’accueil, la prise en charge et l’intégration sociale des réfugiés et des migrants, tandis que les conditions de vie et de travail de ceux qui résident déjà dans l’UE se détériorent.
Le Parti de la Gauche Européenne condamne fermement ces stratégies inacceptables et appelle les peuples d’Europe, les mouvements sociaux, les travailleurs et la jeunesse européenne à s’unir dans des initiatives politiques conjointes continues, afin que ce plan, qui menace le noyau de la démocratie et des valeurs et la civilisation, ne soit pas mises en œuvre.
